Cagayan de Oro Rep. Rufus Rodriguez (2nd District) pushed for a resolution that seeks a special election in Misamis Oriental’s 1st District before 2010. A special election will alow easter Misamis Oriental to choose a replacement for Rep. Danilo Lagbas who died of cancer a month ago.

Rodriguez filed his resolution the same day Congress opened its session on Monday. It was filed around 11:30 am at the Lower House, a few hours before President Arroyo certifies the existence of a vacancy in the House of Representatives. It then calls a delivered her eight State of the Nation address at the Batasan. The Rodriguez resolution special election in the 1st District of Misamis Oriental.

Rodriguez said he filed the resolution in order “to uphold the system of democratic representation in the government and to ensure that the people of Misamis Oriental are not denied proper representation in Congress.” He said there was an urgent need to fill the vacancy in Misamis Oriental and in the Lower House.

The July 31, 2008 headline entitled “Misor officials boo Rufus’ resolution” of the Mindanao Gold Star Daily is a big letdown. Governor Oscar Moreno and Vice Governor were quoted to voice out dislike on the said resolution calling for a special elections in the 1st District left by the deceased Danilo Lagbas. Moreno said the move was a tactic to divide Misamis Oriental politicians and revitalizing a dormant opposition in the province.

“I can’t blame him, it’s a legitimate political strategy.”

Vice Governor Babiera echoed Moreno’s observation.

“Its an opposition strategy to open crack our unity.

“The people of Misamis Oriental would not like disunity in the province. We have yet to receive a resolution asking for a special election from any of the town councils. In my own opinion, its better to wait for 2010.”

Rodriguez defended his move saying he only did it “for the best interest of Misamis Oriental.”

“An elected congressman can get more projects for the district. I have nothing to do with Misamis Oriental politics and I am not endorsing any candidate.”

From the legal point of view, I see nothing wrong of Cong. Rufus’ move. The Constitution provides it, our election law also provides for it. To look at it objectively, Congressman Rodriguez was only following the law with regard to vacancy of congressional posts. In contrast, the contention of Moreno and Babiera saying that Rep. Bambi Emano of the 2nd District and Speaker Prospero Nograles act as caretaker of the 1st District has no basis in law. Rep. Emano and Speaker Nograles are elected in their respective district and are not elected to represent the constituents of the 1st District of Misamis Oriental, from the town of Balingasag to Magsaysay in the east.

What is clear is that the administration is insecure because the special election for sure will divide their fragile unity. For sure, at least 3 of its Provincial Board members are set to go on separate ways, namely Board Members Jimmy Caiña, Peter “Señor Pedro” Unabia and Benedict Lagbas, not to mention town mayors who are interested for the post. While the fear on the administration side is legitimate, it is not enough to prevent the holding of special elections so that the people of the 1st District will have a new representative again.

Can anyone imagine for the people of Misamis Oriental to be without representation for two years until 2010? How cruel is that?

That’s why its rather sad that some politicians think only of their interest than the interest of the people of the 1st District who are set to remain “orphan” for almost two years, if the administration will have its way, just so that their unity will be jeopardized, as if the interest of the 1st District is dependent on the interest of their political party.

The unity and organization of a political party has nothing to do with the people’s interest of having a representative who will bring their voice in Congress and facilitate the delivery of public interest in their district.

That’s why its better for Moreno and company to refrain from making negative statements of the resolution. They look like losers this early. They should know that there is no legal infirmity to the said resolution. And the only concern they have for that is preserving party unity, of which of course, the people of Misamis Oriental have nothing to do about.

    Rufus Rodriguez is also the landlord of a certain expat in CDO Philippines who claims Rufus Rodriguez will protect him in all his criminal doingfs such as child abuse. The American national in question is Gordon “Gordy” Elletson claims to be from Texas and posts on the internet under nic TEXKANO. Anyway this loser lives in CDO Philippines and hit a young child , one Xavier Madlangbayan from Iligan City, with a walking cane and then typed a full confession on his forum boasting of his accomplishment. The boys grandfather ,Dr. Severino Madlangbayan, is filing charges against the fake Texan coward and hopefully the loser will face justice this Nov. 20th

    Okay, here’s the story of my shitty day on Monday.

    2 weeks ago I got this letter of THREAT from OPM but sent thru SSA at he Embassy Now, all of those fuckers got my correct address. I got my OPM Handbook at the correct address and it is typed inside the pamplet. the threat? They said I WILL show up at this outreach meeting or My retirement (all of 569 per month for 26+ years of service) will be cut off. So, against my will, I’m at a place I don’t wanna be (Pryce Hotel on The Hill).

    over there is this fat lil slug of a boy with his Lolo and Lola. he’s 12 or so. Making noise slapping his hands on the side of the chair “LOO LO LO LO LA LA LA ” nonsesical noise out his fat lil mouth. had taken and extra valium, so not to bad yet. Gettting on my nerves, but dealing. Then this lil fuck puts his feet, slippers and all on the dinning table.

    I get up and walk over and tap him on the leg with my cane and tell Him get his smelly feet and slippers off the table and practice acting like a human being. Now, if I was in one of my rage moods, Lolo would have died when He bumped into me, challenge why I “HIT” his grandson. Basically, because you, as his Lolo, ain’t doing your job and teach The lil dumb shit manners.

    PNP was called, they waited (much to the Dr. Lolo’s dismay) until I was done with the Embassy thing. Him and his wife were irrate and degrading the PNP with their screaming and all around chimpanzee act..

    Besides, I called a friend, a Major in the PNP and he arrived and spoke with the PNP. They had no problem with me, but were getting an Attitude towards this old fart. o I got a free ride in the PNP vehicle (my choice), one of them Rode with the wife,(again my choice). Old fart has to take grandson to hospital to have him looked at. He shows up late and tries to bribe one of the officers (Lim) to take his side “I will take care of you” wink wink.

    Nope, they all fed up with this guy. The PNP gives me a good lawyer’s name. I’m going to court when I get my summons.

    Charge, Child Abuse.

    I told the PNP, Yep, I did it, but I was wrong and sorry. I should Have backhanded the old man out of his chair for not teaching his Grandson manners.

    They was all laughing when I left.

    Good thing I forgot the guys name and address (saw it while they Were typing the report) He would be unable to be at the court house. No brag, just plain fact.

    Every person I have spoken with tell me Congressman Rufus Rodriguez is an honest, reputable person, above reproach, and would never lend a hand in any child abuse case of this nature.
